In the UK, parliamentary approval is likely to be the biggest hurdle. I think the final Brexit agreement will be put to a vote on December 10 or 11. The EU summit will be held on December 13 and 14. It would be preferable to have UK parliamentary approval before the EU summit.
However, while Prime Minister May was attending the emergency EU summit, Boris Johnson in the UK was advocating for “no-deal Brexit.” The hardliners on Brexit are unlikely to be satisfied with or approve this agreement. Also, since the exact details are not known, it is unclear what will be stated about the border issue with Ireland. Depending on the contents of the Ireland border issue, the DUP in Northern Ireland, who are in a cooperative relationship, could oppose it. It is important to see whether the hardliners and the Northern Ireland DUP can be persuaded.
Personally, I think there is a low chance of parliamentary approval.
In Europe, basically 27 countries should be discussing toward the emergency EU summit, so it might be hard for the opposition to show up, but...
There is also a possibility that the agreement content has been postponed as a problem. Among the problems, the border issue seems to be deeply rooted. I am watching closely to see how the Ireland border issue and the Gibraltar issue are handled.
