This manuscript was slated to be published in a magazine just before Golden Week. In the United States, when you tell people that Japan has a one-week Golden Week, they ask what you do during that week. If you explain that it is a holiday, they respond with “Nice.” Then they naturally assume that there is a summer vacation of two or three weeks, and they always struggle with how to answer. It is best not to say anything to avoid explaining something, but if you remain silent and say nothing, people will accuse you of lacking communication.
Similarly, when policy officials speak, they are always asked to give a clear explanation. In such moments, there are times when one might wish for others to just understand without an explanation.
