From the spin-off work "A Choice with Regret" which depicts the story around when Levi joins the Survey Corps in the anime "Attack on Titan."
Levi and his companion Farlan Isabel join the Survey Corps. Although Levi objects, he is overwhelmed by a fellow member's words, "Trust us," and the three head to the Outside Wall survey. During the mission Farlan and Isabel, who were acting separately, encounter a weird-behavior titan and are killed. Levi deeply regrets the decision he made. "If only I had trusted my own decision instead of the comrades' decisions..." This is the word that Commander Erwin spoke to Levi who is regretful.
“Stop. Do not regret. The memories of regret dull the next decision. And you will then want to entrust the decisions to others. Isn’t this what Commander Erwin is telling the Levi who’s after a failed trade?
“Stop. Do not regret.” That’s what he says (laughs).
