The true meaning of Hai Ryuu Tenkei—the real intention behind the name
My original indicator, "Paint the Dragon's Eyes,"

There is a deep meaning
and a deep feeling embedded in the name Paint the Dragon's Eyes.
First, the original meaning of "Paint the Dragon's Eyes"
is derived from an ancient Chinese folktale.
I will briefly explain that folktale.
An artist in China drew a dragon on the wall of a temple. As a final touch to complete the dragon, immediately after he filled the dragon's eyes with ink for the pupils, the dragon on the painting came to life, leaped out from the wall, and ascended to the heavens.
From this, the phrase Paint the Dragon's Eyes came to mean
"the crucial final touch"
or
"a slight refinement that makes the whole work stand out"
these are its meanings.
