In the April piece “Markets Incorporating a Ceasefire,” it was written that negotiations between the United States and Iran were “both eager to move forward but could not come to an agreement.” The United States wants to end the war, while Iran needs negotiations to secure security and postwar reconstruction costs, so both sides have reasons to advance talks, yet they could not reach an agreement on the final terms. Subsequently, the MOU signed on June 17 set a 60-day deadline to reach a permanent agreement, but even in articles at that time, the nuclear issue was described as “not resolved but frozen.”
